Synopsis: This matter involves the consolidated appeals of numerous per- sons from layoffs from their various positions with the City of New- ark. The case was transmitted to the Office of Administrative Law for a hearing. At issue was whether the appellants were laid off in good faith. The administrative law judge reviewed the evidence relating to the various claims and determined which appellants were laid off in good faith. The appeals of 11 individuals were dismissed. Seven appellants were ordered reinstated with back pay. Upon review, the Merit System Board adopted this initial de- cision. Dennis J.
