Synopsis: Petitioner filed a petition of appeal with the Commissioner of Education seeking an equitable distribution of funds and a propor- tionate share of State transportation aid subsequent to its withdrawal from a regional school district. The matter was assigned to an administrative law judge who con- cluded that the petitioner had agreed to conditions set down by the Board of Review at the time of its withdrawal and that any subse- quent attempt to alter this agreement was barred by the doctrine of res judicata. Accordingly, the administrative law judge ordered the dismissal of the matter. The Commissioner of Education affirmed the findings and conclu- sions of the initial decision. A.
