Upon appeal to the Civil Service Commission, the matter was transferred to an administrative law judge. The administrative law judge found that appellant had been as- signed as a clerk typist with the Police Department and as a secretary to the local planning board. The judge found that appellant had refused to perform routine clerical duties during normal business hours on behalf of the board which constituted insubordination and warranted her dismissal. Upon review, the Civil Service Commission reduced that portion of the initial decision recommending dismissal to a written reprimand based upon appellant's lack of any prior disciplinary problem.
