Synopsis: Millville Hospital sought a reduction of the 1979 minimun base period challenged by $173,000, for reimbursement of $21,000 worth of free medical care which the Hospital is obligated to provide under the Hill-Burton Act, for an additional $15,000 in the other general services cost center, for recalculation of the 1979 economic factor and for relief of the peer group or base period challenges in the anesthesia (physicians and non-physicians), other general services, acute care unit and intensive care unit cost centers. The administrative law judge assigned to the case determined that the Hospital failed to meet its burden as to the minimum base challenge and as to the issue of Hill-Burton free medical care. In addition, the judge denied the Hospital's request for additional medical staff library hours and rejected the Hospital's request for allowance of amounts in excess of formula on the issue of the economic factor. The judge dismissed the Hospital's request for relief on the issue of base period challenges. The Hopsital's request for the costs of a tumor registry and an elevator service contract was granted.
