Synopsis: Appellant contests his 90 days suspension from New Jersey's race grounds based upon an alleged violation of N.J.A.C. 13:71-23.12 in that he possessed prohibited instruments and chemical compounds on the grounds of a racetrack. The administrative law judge assigned to the case found that ap- pellant had been in possession of an 'unclassified substance' and that this did not violate the applicable regulation. The judge did, however, impose a 60 day suspension based on the appellant's possession of a syringe and hypodermic needle on racetrack property. Michael D.
