Synopsis: New Jersey Bell Telephone filed a petition with the Board of Public Utilities requesting approval of an increase in basic exchange tele- phone rates and increasing or restructuring the rates and charges for various service offerings and associated equipment. The administrative law .judge assigned to the case determined that the parties had by stipulation resolved a number of issues including rate base, rate of return and earnings issues. The judge determined that the petitioner required additional annual earnings to produce a reasonable rate of return and approved a rate design to earn an allowed rate of return of 9.44 percent.
