Synopsis: Petitioner, a recipient of assistance under the Aid to Families with Dependent Children Program, appealed from a local welfare board's denial of payment of her transportation expenses to visit her son in the hospital. At a hearing before an administrative law judge, a representative of the welfare board testified that petitioner' transportation expenses would qualify for reimbursement except that petitioner had failed to obtain prior authorization for the expenses. The administrative law judge found that the hospitalization of petitioner's son resulted from an accident which was an emergency situation over which petitioner had no control. Accordingly, the judge concluded that petitioner's verified travel expenses were for an emergency situation and thus not subject to prior approval. The judge ordered the board to make a post- certification review and issue payments to the petitioner.
