Synopsis: Petitioners, a child study team consultant, a social worker and school psychologist, alleged that the Board had improperly reduced their positions to part-time while transferring their abolished duties to an outside contractor. The administrative law judge determined that the Board had acted improperly. A board of education may reduce its child study team members to part-time positions only if it reduces the duties of those members. Accordingly, the Board was ordered to reappoint peti- tioners to full-time positions retroactively with compensation. Stephen E.
