- Synopsis: Petitioners, the parents of a high school senior, appealed the de- cision of a high school's National Honor Society selection committee which had denied their daughter membership in the organization. The administrative law judge found that the reasons given by the selection committee for rejecting the student's application were nebulous and completely unsupported by any evidence in the record. Accordingly, the judge concluded that no reasonable basis existed for a denial of membership and, thus, the selection committee's action was arbitrary. The judge ordered that the student be admitted into the society and ordered that adequate procedures be established to provide students with explicit reasons for their rejection from the society.
