Synopsis: Petitioner, a school psychologist, contested the Board of Educa- tion's termination of his health insurance benefits when his employ- ment was reduced to 18 hours per week. The Board contended that it had a policy of limiting medical benefits to employee's under con- tract for a minimum of 20 hours per week. The administrative law judge assigned to the case determined that the termination of petitioner's health insurance was proper and that it had been carried out in accordance with properly established board personnel policy. In addition, the judge determined that petitioner's administrative action was not barred by a dismissal of a more broadly based complaint in Federal court since neither the doctrine of col- lateral estoppel nor res judicata applied.
