Executive Department
I hereby, pursuant to the authority conferred upon me by law including, but not limited to, Chapter 16 of the Laws of 1941 approved March 15, 1941, appoint Roger Hinds, of South Orange, to examine and investigate the management of the affairs of the State Highway Department by the Highway Commissioner and the other officers and employees thereof, and to report to me, as Governor, his findings thereon; and I further direct that said Roger Hinds shall be assisted in said examination and investigation by such other persons as he shall select, to be approved and appointed by me; and I, hereby, request all State Departments, Boards, Bureaus and Commissions of the State, and the officers and employees thereof, to render their full cooperation in said examination and investigation.

first day of July, in the year of Our Lord one thousand nine hundred and forty-one, and in the
Independence of the United States the one hundred and sixty-fifth.
