EXECUTIVE ORDER NO. 38

I, Alfred E. Driscoll, Governor of the State of New Jersey, pursuant to the power and authority vested in me by section 38:26-2 of the Revised Statutes of New Jersey do hereby award to Major General Edward Clark Rose, New Jersey National Guard, Chief of Staff, Department of Defense, State of New Jersey, the Distinguished Service Medal (first Oak-Leaf Cluster) for exceptionally meritorious service in positions of great responsibility, indicated herein:

Major General Rose, then Colonel, FA. "For exceptionally meritorious conduct in the performance of outstanding services as representative of the Commanding General, Services of Supply, China-Burma-India theatre during the period from June 4, 1943 to February 3, 1944. As liaison officer to British military and civilian authorities, Colonel Rose demonstrated sound judgment and unfailing tact in the solution of problems affecting American interests in the construction of the Ledo Road, Services of Supply installations and AAF and ATC airfields in Assam. Through tireless initiative, ability, great loyalty and devotion to duty, Colonel Rose coordinated negotiations between American and British authorities.....". (Awarded Legion of Merit, pursuant to General Orders No. 5, U.S. Army Forces, India-Burma, dated 28 October 1944)

Major General Rose, then Brigadier General, Army of the United States. "Brigadier General Edward C. Rose performed exceptionally meritorious service in positions of great responsibility from February 1944 to September 1945. As Executive Officer, Acting Commanding Officer, and Commanding General of the Transportation Service, United States Army Forces, India-Burma Theater, he planned, organized and directed an expansion of transportation facilities in his theater made necessary by the demands for supplies in forward areas. He supervised the transformation of a completely inadequate port into a modern establishment which functioned at an unloading rate second to none. Through coordination with the British Army, he insured cooperative control over communication lines and the employment of every available resource in moving supplies. He overcame great difficulties and met every commitment far in advance by applying his vast knowledge of transportation and by calling forth a concerted effort from all agencies concerned. The logistical achievements of General Rose were outstanding and contributed substantially to the success of operations against the enemy in Burma and China." (Awarded Distinguished Service Medal, pursuant to War Department General Orders No. 113, dated 4 December 1945)

Since December 1945, General Rose, as Commanding General, Combat Command "A", 50th Armored Division, and since June 1948, as Chief of Staff, Department of Defense, State of New Jersey, by his military leadership, executive ability, judgment, resourcefulness, and enthusiasm for our national defense, has made a great contribution to the high efficiency of the New Jersey National Guard, the New Jersey Air National Guard, and the New Jersey Naval Militia and has, thereby, rendered outstanding service to the State of New Jersey.
