WHEREAS, in-service training of State employees is an integral part of the personnel program of the State Career Service; and
WHEREAS, in the interest of efficiency of the State Service, steps are required to improve the quality of in-service training, and to furnish greater assistance to all operating departments to stimulate such training;
NOW, THEREFORE, I, ALFRED E. DRISCOLL, Governor the State of New Jersey, by virtue of the authority vested in me by the Constitution and by the statutes of this State, do hereby order and direct:
1. The President of the Civil Service Commission shall forthwith establish an Advisory Council on In-Service Training of State employees, which shall consist of the following State officials or their designated technical representatives: The President of the Civil Service Commission, the State Commissioner of Education, the State Commissioner of Institutions and Agencies, the State Commissioner of Labor and Industry and the State Highway Commissioner. The President of the Civil Service Commission shall serve as Chairman of said Council and the Supervisor, Employee Relations and Training (Supervisor, Merit Award Program) shall serve as Secretary to the said Council. The Council shall:
a. Receive and review all training courses established by the training unit of the Department of Civil Service and approve or comment upon or disapprove such courses.
b. Present to the training unit, on its own initiative, suggestions pertaining to in-service training for study, development or recommendation.
c. By its decisions and actions continuously strive for further improvement in in-service training of State employees.
