WHEREAS, in the interest of increased efficiency of the State Servuce and the development of sound employee relations, it is desirable to review and strengthen existing personnel practices; effectuate uniform application of procedures, and assure the most effective employment of personnel;
NOW, THEREFORE, I, ALFRED E. DRISCOLL, Governor of the State of New Jersey, by virtue of the authority vested in me by the Constitution and by the statutes of this State, do hereby order and direct:
1. The President of the Civil Service Commission shall forthwith establish a State Personnel Council which shall consist of: the President of the Civil Service Commission or his designated representative, the Director of the Division of Budget and Accounting or his designated representative, and the principal personnel officer of each principal department of the State government. The Council shall select a chairman from among its members and the President of the Civil Service Commission shall designate an employee of the Department of Civil Service to act as permanent executive secretary to the Council. The Council shall:
a. Promote in the State Service uniform and consistent understanding and application of personnel policies.
b. Through study, discussion and dissemination of information, stimulate the use of methods of personnel management which will further contribute to good government.
c. Present to the President of the Civil Service Commission, on its own initiative, suggestions pertaining to modern personnel practices for study, development or recommendation.
d. Encourage the establishment of Field Personnel Councils on either an inter- or intra-departmental basis, and establish rules and regulations for such councils.
e. Review existing personnel practices and recommend to the President of the Civil Service Commission proposals for legislation which will increase the economy and efficiency of State Government and insure the most effective personnel practices.
f. By its decisions and actions continuously strive for further improvement in personnel administration and practice.
