EXECUTIVE ORDER NO. 35

March 20, 1953

WHEREAS, accidents on the highways and streets in New Jersey resulting in loss of life, personal injury and destruction of property presenta serious problem; and

WHEREAS, in the interest of the public health, safety and welfare, steps are required to be taken immediately to: reduce the hazards of vehicular traffic; improve the habits of the driving public; and more effectively determine the capabilities and shortcomings of motor vehicle drivers in order that such shortcomings may be corrected; and

WHEREAS, there has been established in the Division of Motor Vehicles, of the Department of Law and Public Safety of this State, an Accident Prevention Clinic equipped and operated for the purpose of determining such drivers' capabilities and shortcomings; and

WHEREAS, experience already obtained in the operation of the Clinic has proven the value of the tests being used; and

WHEREAS, it has been found that drivers having physical deficiencies are able to materially improve their driving abilities when apprized of these defects; and

WHEREAS, it is to the interest of the State to see to it that drivers in the employ of the State receive information concerning deficiencies and methods of compensation:

NOW, THEREFORE, I, ALFRED E. DRISCOLL, Governor of the State of New Jersey, by virtue of the authority vested in me by the Constitution and by the statutes of this State do hereby order and direct:

1. The Heads of all the principal departments of the State shall direct the employees of their several departments who operate State-owned motor vehicles as part of their duties to undergo the tests being given in the Accident Prevention Clinic at such time and under such conditions as the Director of the Division of Motor Vehicles shall prescribe. The Director of the Division of Motor Vehicles is instructed to arrange the examination schedule in such a way as to avoid undue interference with the normal business of the several principal departments. The Director of the Division of Motor Vehicles is further instructed to see to it that employees participating in the tests are advised of any shortcomings and faults which may be disclosed and that they be further advised as to methods of correction.
