WHEREAS, In the reorganization of the executive branch of State Government, pursuant to the Constitution of 1947, facilities for the budgeting and accounting of expenditures by the various State Departments were centralized in the Department of the Treasury for the purpose of achieving greater efficiency and economy;
AND WHEREAS, it is in the interest of accurate budgetary and accounting procedures that the Division of Budget and Accounting in the Department of the Treasury be informed beforehand of the nature and amount of moneys that may be made available for expenditure by each department in the executive branch of the State government, or any division thereof, from sources other than State revenue;
AND WHEREAS, it has been the practice of various departments in the executive branch of the State Government to apply to, or negotiate with, the Federal Government or its agencies for the purpose of securing financial assistance for public services administered by such State Departments, or for the purpose of securing moneys otherwise made available by the Federal Government for expenditure by such State Departments, without advance knowledge on the part of the State's fiscal officers as to the nature and amount of such financial assistance or other moneys;
AND WHEREAS, Federal grants frequently require "matching funds", real or implied services, or financial commitments by the State which are temporary in character
NOW, THEREFORE, I, Alfred E. Driscoll, Governor of the State of New Jersey, do hereby order and direct that no department in the executive branch of the State Government, or any division thereof, or any officer or other representative of either, shall make application to, or negotiate with, the Federal Government, or any agency, officer or representative thereof, for the purpose of securing financial assistance of any nature or for the purpose of securing other moneys for expenditure unless the intent to make such application or to enter into such negotiation, and the purpose and financial details thereof, shall first be made known to the Division of Budget and Accounting in the Department of the Treasury.
